John Coleman
Founder & Managing Partner
John founded Joint Command and Control Consulting (JC3) to provide consulting services focused on the development, integration, and delivery of mature and emerging technologies in support of expeditionary operations, particularly as related to command, control, communications, intelligence, surveillance, and reconnaissance (C4ISR).
Formerly a US Marine Infantry Officer, John became known and widely recognized throughout the Corps as a visionary Officer and leading innovator in the exploitation of digital technology. Highlighting this expertise in the latter stage of his 30-year career, John was posted as the Chief of Staff, 1st Marine Expeditionary Force (1st MEF) for the first two years of OPERATION IRAQI FREEDOM. In this role, he not only supervised the largest field headquarters ever assembled by Marines in wartime, but also helped conceive, then supervise the development and delivery of a highly mobile, digitally-enhanced Combat Operation Center (COC). The MEF COC was the nexus for successful command and control of a Multi-National Air/Ground Task Force of nearly 100,000 US and British service personnel. It successively displaced three times in the initial 21-day, 647 kilometer “March up to Baghdad” while keeping pace with the attacking coalition forces.
Brian Lasagna
Managing Partner
Mr. Lasagna is a communications industry veteran, having worked in a variety of business development, project management and sales and leadership roles at SES Government Solutions, Airbus, AOS, and other firms.
With more than two decades of experience in the research, design and implementation of innovative, secure tactical communications networks for military and expeditionary clients in the government, military, and commercial sectors, he has an in-depth knowledge of satellite, wireless and terrestrial telecommunications networks. He has served as an advisory board chairman for joint commercial-public sector communications working groups on emergency communications and First Responder Network Authority (FirstNet) implementation.
A U.S. Navy veteran, Mr. Lasagna served as a forward-deployed cryptologic operations team leader and liaison to the Russian Navy’s Pacific Fleet. He has extensive experience as a classified program and contracts manager for Department of State, Defense, Homeland Security, and numerous Intelligence Community clients.
Andrew Roscoe
Managing Partner
Mr. Roscoe is a 25 year- plus career executive with a proven record in management consulting, corporate management, market research and strategy. A recognized leader in the technology industry, he has been involved in the development and implementation of critical telecom and IT technologies worldwide. Named one of the most influential people in the cellular industry by Cellular Marketing Magazine, Mr. Roscoe has been a popular speaker, author of many articles and has appeared on television in support of telecommunications issues. He has provided strategic guidance to telecommunications carriers and manufacturers and trade associations. He has served as a C-level executive for firms in the IT, telecommunications, and management consulting sectors. He has public company and international business experience and has purchased and sold a number of businesses.
